(郑州大学 体育系,河南 郑州 450000) 摘 要:目前中国体育智库建设缺乏清晰的定位,缺乏跨领域、跨区域、跨国界的合作研究机制,缺乏可以与国际一流体育智库争夺话语权、主导权的对话平台,缺乏新型体育智库的运营模式和更为宽松的外部环境,缺乏体育智库筹资机制和财务管理制度。中国特色新型体育智库建设强调“特”、“新”,胜在“智”,强在“库”,建立体育智库参与国家决策和将政府购买体育公共服务纳入政府采购的机制,建立符合现代高端体育智库规律和要求的组织形式与运营机制,建立适应国际一流体育智库要求的人才机制,建立有利于体育智库发展的管理制度和筹资机制,建立成果转化应用和鼓励体育智库提升国际影响力的机制。 |

(Department of Physical Education,Zhengzhou University,Zhengzhou 450000,China) Abstract: In sports think-tank construction in China today, there is a lack of a clear orientation, a cross-field, cross-region and cross-border cooperative research mechanism, a dialogue platform that can fight for discourse right and dominating right with world first class sports think-tanks, a new sports think-tank operating mode, a more flexi-ble external environment, a sports think-tank financing mechanism and financial management system. For the con-struction of a new sports think-tank with Chinese features, China should emphasize “features” and “new”, outwit others by “thinking”, have a powerful “tank”, and establish a mechanism for the sports think-tank to participate in state decision making and bring government purchasing sports public service into government procurement, an or-ganizational form and an operating mechanism which meet the patterns and requirements of a modern high-end sports think-tank, a talent mechanism that meets the requirements of world first class think-tanks, a management system and a financing mechanism which are conducive to sports think-tank development, and a mechanism to turn achievements into applications and encourage the sports think-tank to promote its international influence. |
