“阳光体育运动”长效机制的构建

摘      要：分析了“阳光体育运动”长效机制的内涵、作用和构成，从政府及教育行政部门、学校主体、社会主体、家庭主体、学术主体的5个角度，探讨适合我国“阳光体育运动”开展的制度环境。研究认为，“阳光体育运动”长效机制的制度体系包括完善法律制度、构建政府职责制度、建立财政支持和人才培养制度，并应建立激励机制和监督机制两大动力体系。

Abstract: The author analyzed the connotations, functions and composition of a long tem effective mechanism for the “Sunny Sports Movement”, probed into institutional environments suitable for the development of the “Sunny Sports Movement” in China from such 5 perspectives as governments and education administrative departments, scholastic subjects, social subjects, familiarly subjects and academic subjects, and put forward the following opin-ions via his study: the institutional system of the long term effective mechanism for the “Sunny Sports Movement” includes perfecting legal systems, constructing government responsible systems, and establishing financial support and talent cultivation systems; in order to ensure the long term stability of the “Sunny Sports Movement”, we should build such two power systems as stimulation mechanism and supervision mechanism.
