| （1.莆田学院 体育系，福建 莆田 351100；2.福建师范大学 体育科学学院，福建 福州 350007） 摘 要：对福建省135所城乡小学体育教育机会、教育权利、教育资源进行比较，结果表明城乡小学生体育教育机会和权利不均等，体育课程资源不均衡。城乡二元结构、学校体育的地位和教育经费投入的差距、体育教师待遇不公平等是城乡小学体育教育不公平的主要原因，并从教育主体层面提出了完善制度、加强督导、加大投资、扶持弱势群体、促进师资流动等建议。 |

| （1.Department of Physical Education，Putian University，Putian 351100，China；2.School of Sports Science，Fujian Normal University，Fuzhou 350007，China） Abstract: The authors compared educational opportunities, educational rights and educational resources with regard to physical education in 135 elementary schools in urban and rural areas in Fujian province, revealed the following findings: educational opportunities and rights for physical education are unequal and physical education curriculum resources are unbalanced between elementary schools in urban and rural areas; the urban and rural dualistic struc-ture, differences in the status of scholastic physical education and the input of educational funds, and unfairness of benefits for physical education teachers, are main causes for the unfairness of physical education in elementary schools in urban and rural areas, and put forward the following suggestions in terms of educational main body: per-fect systems; strengthen supervision; increase investment; help disadvantageous groups; promote teacher flowing. |
