| Abstract: four specialsits air their opinions about issuance of 《Programming of developing sparetime training and improving sports level》and its practice for 15 years, they consider that this Prog ramming promotes the development of the spare-time training and sports level, and point out existin g problems, such as disagreement of aim and reality, nons mooth management syste m, shortage of outlay, lack of highlevel coach etc, and s uggest that p roper aim shall be established based on the education rule and put into effet.
