摘 要:粤港澳大湾区建设是新时代推动形成全面开放新格局的重要举措,也是“一国两制”事业发展的新实践。基于文献分析、案例探讨、模式比较等研究方法,遵循“物理联通”与“规则互通”核心理念,梳理体育湾区建设的现状与特征,对“一国两制”框架下体育湾区建设模式做出系统探讨。研究认为,体育湾区建设现状具有政策体制创新与空间扩展、竞技体育资源互补与协同、大众体育资源全域覆盖与特色呈现等特征,但仍面临不同元素的制度壁垒、体育资源错配等挑战。为此,体育湾区建设要在构建制度创新、空间布局、产业融合以及社会参与四维耦合框架方面凸显其模式发展的独有特色,并将体制机制创新、产业集群培育、民生文化融合以及人才科创支撑作为主要实施对策,推进体育湾区区域联动新格局的形成,为世界级湾区体育协同发展提供中国方案参考。

Research on the construction model of Sports Bay Area in Guangdong-Hong Kong-Macao under the framework of "One Country, Two Systems"

Abstract: The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a significant initiative in the new era to promote a new pattern of comprehensive opening-up, and also a new practice in the development of the cause of the "One Country, Two Systems". Based on research methods such as literature analysis, case studies, and model comparison, and guided by the core concepts of "physical connectivity" and "regulatory interoperability", this paper examines the current status and characteristics of the construction of sports Bay Area, and make a systematic exploration on the construction model of sports Bay Area under the framework of "One Country, Two Systems". The study finds that the current construction state of sports Bay Area features policy and institutional innovation alongside spatial expansion, complementary and collaborative resources in competitive sports, and comprehensive coverage with distinctive characteristics in mass sports resources, but also faces challenges including institutional barriers among different elements and misallocation of sports resources. To address these issues, the construction of sports Bay Area should highlight its unique model by establishing a four-dimensional integration framework comprising institutional innovation, spatial layout, industrial integration, and social participation, and as the key implementation strategies, includes institutional and mechanistic innovation, industrial cluster cultivation, integration of cultural and livelihood aspects, and talent-driven technological innovation, aiming to from a new pattern of regional coordination in the sports Bay Area, and also to provide a Chinese planning reference for the collaborative development of sports in world-class bay areas.
