摘 要：当前我国各地城市足球联赛蓬勃开展已成为一大社会热点。对城市足球联赛“热”话题的分析和理性审视，是规避城市足球联赛“热”可能的泡沫破裂引发系统性风险，确保城市足球联赛这一植根于我国基层城市的创新赛事未来可持续发展的必要工作。针对各城市足球联赛的研究显示，现阶段联赛在取得一定成绩的同时亦暴露出问题：政府“管办不分”、财政兜底投入大、草根属性弱化、消费带动效应存疑和联赛模式日益趋同等。城市足球联赛的未来发展重点需要注意以下4点：(1)推动有效市场和有为政府更好结合，尤其要注意政府的缺位、错位、越位行为，使市场在资源配置中起决定性作用；(2)城市足球联赛经济效应有一定乘数放大效应，但不应忽视挤出制动效应，不同地区因资源禀赋不同而可能相差悬殊，决定因素包括居民收入、服务业承接能力、发展均衡和财政充裕度等；(3)现有城市足球联赛与职业足球是金字塔塔基与塔尖的关系，二者是合作而非替代关系，不可偏废，现有存在“重”城市足球联赛而“轻”职业足球的倾向；(4)城市足球联赛文体旅产业融合与各地服务业基础、文旅业态供给丰富度密切相关，各产业融合内容、场景营造与利益分配等方面是影响产业融合的重要因素。

Cold thoughts on the hot topics ofChina’s urban football leagues in new era

Abstract: At present, the ongoing booming in city-level football leagues inChinahas increasingly become a major social topics. A rational examination and analysis of the hot topics on urban football leagues manifestations is an essential work to avoid possible bubble burst underlying the hot of urban leagues yielding to systematical risk, and to ensure the sustainable development on urban leagues in near future which has been rooted in event innovation of Chinese grassroots city. The research about the every urban leagues shows that the leagues has acquire certain achievements while also exposes several issues, such as the lack of separation between government administration and league operations, heavy financial reliance on government subsidies, a weakening grassroots characteristic, questionable consumption-driven effects, and growing homogeneity among league models. The future development of urban leagues should highly focus on four points: (1) promoting a better integration of effective markets and capable governments, with particular attention to correcting government absence, misplacement, and overreach, so that the markets would play a decisive role in resource allocation; (2) although the economic effect of urban leagues may generate multiplier effects, crowding-out effects should not be overlooked, namely these vary may exist considerably difference across various regions, and the fundamental factors depending on such as residents’ income, service sector capacity, regional development balance and financial adequacy; (3) recognizing that urban leagues and professional football constitute the base and apex of a pyramid, therefore, they are complementary rather than substitution and be also placed in equivalent position, yet current policies tend to overemphasize urban leagues and weaken professional football; (4) the integration of culture, sports, and tourism in urban leagues is closely related to the local service-sector foundation and the diversity of tourism offerings, and several aspects of integration content, scenario creation, and benefit distribution of industries, will be the important factors to affect industrial integration.
