摘 要：继贵州“村超”“村BA”发展为现象级群众体育赛事后，2025年江苏省城市足球超级联赛迅速走红，引发全国乃至世界足坛的广泛关注。当前国内超半数省(自治区、直辖市)已陆续开办省级城市业余足球超级联赛，形成了新兴的大众足球赛事生态，具备重要的学术研究价值。本研究基于世界足球发展规律与中国足球发展现实生态，系统研判了省级城市足球超级联赛运营发展一年多以来存在的各类现实问题与潜在风险。研究认为：此类赛事高度依赖政府财政投入与行政力量主导，依托低票价、低门槛的观赛政策吸引大众，赛事赞助呈现龙头企业与中小企业梯度投入的特征，同时存在参赛球员身份界定模糊、队伍结构失衡、赛事城市综合收益核算不清晰等诸多短板。据此，地方政府需审慎把控对业余足球赛事的投入力度与干预尺度。健全赛事商业化运营体系、逐步降低财政依赖、引入专业化赛事运营团队、严控办赛成本、深耕青少年足球培训、搭建业余联赛与职业联赛的贯通衔接机制，以此推动省级城市足球超级联赛规范化、可持续、高质量发展。

Risk assessment and path exploration ofChina’s provincial urban football super leagues at present

Abstract: After Guizhou’s Village Super League and Village Basketball Association rose to fame as phenomenal mass sports events, the Jiangsu Provincial Urban Football Super League quickly becomes popular in 2025 and even draws widespread attention from the football community at home and abroad. At present, more than half ofChina’s provinces, autonomous regions and municipalities have gradually launched various provincial-level amateur urban football super leagues, which forms a emerging ecology of mass football events and also has a profound academic research value. Based on the laws of global football development as well as the realistic ecology of Chinese football development, this paper systematically analyzes the various realistic problems and hidden risks emerging in the operation and development of the provincial urban football super leagues over the past year. The study finds that these events will be high-reliance on government financial investment and heavy administrative intervention as core support, featuring low ticket prices and loose access restrictions to attract spectators, and events sponsorship with tiered investment from leading enterprises and small- and medium-sized businesses, as well as lots of shortages including ambiguous player registration status, unbalanced team composition, and unclear accounting of urban economic benefits brought by tournaments. Combining with the realistic dilemma and underlying causes of Chinese professional football development, this paper argues that local governments should adopt a prudent attitude toward financial investment and intervention for amateur football events. In view of the key points of event development, it proposes several optimization paths such as perfecting the tournament commercial operation system, gradually reducing financial dependence, introducing professional operation teams for events, strictly controlling event costs, strengthening youth football training, and establishing a connection mechanism between professional and amateur leagues, to promote normative, sustainable, high-quality development of provincial urban football super leagues.
