摘 要：全面深化改革与全民健身国家战略背景下，优化政策工具配置、推动政府购买公共体育服务，是完善全民健身公共服务供给体系的重要抓手。运用文献资料法、内容分析法、数理统计法等，基于政策工具－服务要素－政策主体三维分析框架，系统梳理并对比分析了央地政府购买公共体育服务政策工具选择的外部、分布及交互特征。研究认为，央地政策工具的选择呈现出以共识、差异与协同并存的互动结构；央地政策工具选择的内在逻辑为过程合规性构成政策工具选择的制度保障逻辑，环境适配性体现政策工具配置的横向响应逻辑，层级传导性反映政策工具迭代的纵向协同逻辑。据此，研究提出以下工具选择建议：优化配置结构，均衡工具使用；夯实制度根基，健全过程合规；匹配服务情境，强化环境适配；完善纵向协同，推动反馈迭代。

Divergence and convergence: Selection characteristics and internal logic of policy tools of public sports services purchased by the central and local government

Abstract: Under the background of comprehensively deepening reform and national fitness strategy, optimizing the allocation of policy tools and promoting the government 's purchase of public sports services are important starting points for improving the public services supply system of national fitness. By using the methods of literature, content analysis, and mathematical statistics, and based on the three-dimensional analysis framework of policy tools-service elements-policy subjects, this paper systematically examines and compares the external, distribution and interaction characteristics of the choice of policy tools for the central and local governments to purchase public sports services. The study finds that the choice of central and local policy tools presents an interactive structure of consensus, difference and synergy. The internal logic of the choice of central and local policy tools is that process compliance constitutes the institutional guarantee logic of policy tool selection, environmental adaptability reflects the horizontal response logic of policy tool configuration, and hierarchical conductivity exhibits the vertical coordination logic of policy tool iteration. Given that, the study proposes the following tool selection suggestions such as optimizing the configuration structure and balancing the utilization of tools ; consolidating the institutional foundation and improving process compliance; matching service situations and strengthening environmental adaptation; and improving vertical coordination and promoting feedback iteration.
