摘 要：基于政治认同理论视角，采用文献资料与案例分析法，剖析我国在政府间体育组织中面临的认知体系不完善、实践推进碎片化、专业人才储备不足、规则制定参与有限等现实困境，并从认知基础、实践路径、支撑体系与战略目标4个维度展开系统研究。研究提出，应通过构建多层级区域体育研究体系与智能大数据平台奠定精准化认知基础；打造差异化国别合作方略与品牌化交流活动深化战略实践；建立跨学科人才培育机制与专业化智库网络强化智力支撑；并通过体系化参与联合国教科文组织政府间体育运动委员会(CIGEPS)等多边治理机制与前瞻性议程设置，提升规则制定能力。研究认为，这一四位一体的实施路径能够系统培育我国在国际体育治理中，特别是政府间组织层面的核心竞争力，最终实现从国际规则遵循者向全球体育治理引领者的战略性转变。

How to construct the core competitiveness of international sports discourse power from the perspective of political identity?
——A case study based on the CIGEPS

Abstract: Based on the theoretical perspective of political identity, employing the methods of document analysis and case study, this study examines the practical challenges at the intergovernmental sports organization level in China, including facing an underdeveloped cognitive system, practical fragmented implementation, insufficient professional talent reserves, and limited participation in rule-making, and then a systematic research is conducted across four dimensions such as cognitive foundation, practical pathways, support systems, and strategic objectives. The study proposes that establishing a multi-level regional sports research system and an intelligent big-data platform to build a precise cognitive foundation, developing differentiated country-specific cooperation strategies and branded exchange activities to deepen strategic practice, creating an interdisciplinary talent cultivation mechanism and a professional think-tank network to strengthen intellectual support, and also enhancing rule-making capacity through systematic participation in multilateral governance mechanisms such as CIGEPS and forward-looking agenda setting. This study demonstrates that this implementation approach with integrated four-pronged could systematically cultivate China's core competitiveness in international sports governance, particularly at the intergovernmental organization level, and ultimately achieving a strategic transition from a follower of international rules to a leader in global sports governance.
