摘 要：推进民族地区基层社会治理体系和治理能力现代化，离不开对地方性资源的挖掘和利用。少数民族体育作为独特的文化资源具有促进基层社会治理的积极价值。基于典型实践的梳理和社会资本理论的挖掘，研究发现少数民族体育可以通过展演活动、赛事活动、健身活动、教育传承活动等形式培育不同类别的社会资本，并通过社会资本的网络、信任、规范等核心要素实现对民族地区基层社会公共精神的塑造、社会矛盾的化解、治理资源的整合以及共建共治共享的促进。针对少数民族体育发展不充分的问题，从社会资本培育的维度提出挖掘少数民族体育治理要素、创新少数民族体育活动形式、加大少数民族体育资源投入、完善少数民族体育扶持政策的建议。

Ethnic minority sports facilitating grassroots social governance in ethnic regions: Practical pattern, operation mechanism, and enhancement approach

Abstract: The modernization of grassroots social governance systems and capacities in ethnic regions necessitates the effective tapping and utilization of local resources. Minority sports, as a distinctive cultural asset, holds significant potential in advancing grassroots social governance. By examining typical practices and drawing on social capital theory, this study reveals that minority sports can foster various forms of social capital by performance activities, sporting events, fitness initiatives, and educational and inheritance programs, and these activities leverage the core elements such as networks, trust, and norms of social capital to shape grassroots public spirit, resolve social conflicts, integrate governance resources and enhance collaborative and shared governance. Given the unbalanced development of minority sports, the study offers policy recommendations based on cultivating social capital, such as uncovering the governance dimensions of minority sports, innovating the formats of minority sports activities, augmenting investments in minority sports resources, and then refining support policies for minority sports.
