摘 要：基于区域非均衡发展理论，剖析城市群发展战略下极化中平衡的逻辑起点、发展态势、内涵特征、双重目标、机遇挑战，构建“一极两点三驱动”的均等化理论框架，同时结合成渝地区双城经济圈的实践要素，阐释极化中平衡的推进障碍及推进策略。研究认为，构建以城市群为增长极、以完善区域协调政策、满足流动人口需求为平衡点，以标准、财政和技术驱动的区域基本公共体育服务均等化“一极两点三驱动”理论框架，通过差异化的均等化战略、提升城市群均等化供给水平、完善均等化评估监测机制、强化区域协调合作机制、推动流动人口基本公共体育服务均等化以实现各要素的互动共生、良性循环，有利于区域基本公共体育服务均等化的长期性、系统性推进，促进社会公平正义。

Balance in polarization: Theoretical framework and promotion strategy for equalization of regional basic public sports services

Abstract: Based on the theory of regional unbalanced development, this paper analyzes the logical starting point, development trend, connotation characteristics, dual goals, opportunities and challenges of balance in polarization under the development strategy of urban agglomeration, and also constructs the theoretical framework of "one pole, two points and three drives", and combines the practical elements of the Chengdu-Chongqing Economic Circle to explain the obstacles and strategies to promote balance in polarization. The research holds that the theoretical framework of "one pole, two points and three drives" for the equalization of regional basic public sports services, which takes urban agglomeration as the growth pole, the improvement of regional coordination policies and the satisfaction of the needs of the floating population as the balance point, and is driven by standards, finance and technology, should be constructed. Through differentiated equalization strategies, improving the equalization supply level of urban agglomerations, improving the equalization evaluation and monitoring mechanism, strengthening the regional coordination and cooperation mechanism, and promoting the equalization of basic public sports services for the floating population to promote the equalization of regional basic public sports services to achieve interaction and symbiosis and a virtuous cycle of all elements, which is conducive to the long-term and systematic advancement of the equalization of regional basic public sports services and the promotion of social equity and justice.
