我国城市社区公共体育服务治理结构的三重面向及转型路径

摘 要：通过文献资料法、实地调研法对城市社区公共体育服务治理结构进行分析，认为城 市社区公共体育服务治理结构的三重面向及转型路径：横向上表现为政府主导下的单中心结构； 纵向上表现为“条条”控制下的垂直型结构；空间上表现为“条块”分割下的碎片化结构。为优 化城市社区公共体育服务治理结构，一方面要合理界定政府公共体育服务的供给范围，推进公共 体育服务治理结构由单中心向多中心转变；另一方面要理顺区(县)、街道办事处与社区在公共体 育服务治理中的权责，推进公共体育服务治理结构由垂直型向扁平化转变。此外，还应健全公共 体育服务多部门协同治理机制，推进公共体育服务治理结构由碎片化向整体性转变。

Abstract: This paper analyzes the structure of governance structure of public sports service in urban community  through the methods of literature and field research, and points out the structure of governance structure of public  sports service in urban community has three aspects and the main problems. On the horizontal level, it is a  single-centered structure led by the government; on the vertical level, it is a vertical structure under the control of  strips; on the solid space, it is a fragmented structure under the strip. To optimize the governance structure of public  sports service in urban community, it is necessary to define the scope of government public sports service supply  rationally and promote the transformation of its public sports service governance structure from a single center to a  multi center; on the other hand, it must rationalize the rights and responsibilities of districts, street offices and  communities in governance of public sports service, and promote the transition of its public sports service  governance structure from vertical to flat. In addition, the multi-sector collaborative governance mechanism of  public sports service should be improved, so as to promote the shift of its public sports service governance structure  from fragmentation to integrity.
