Abstract: Putting the people in the highest position in heart reflected basic characteristics of the governance modernization of national fitness. The adherence to the people's sports interests is the value basis of the governance modernization of national fitness, and the dependence of people's sports strength is the main basis of the modernization of national fitness governance, and the realization of people's sports participation is the institutional basis of the governance modernization of national fitness, and the satisfaction of people's sports requests is the driving force basis of the governance modernization of national fitness. Putting the people in the highest position in heart showed the subject advantages, standard advantages and realization advantages of the governance modernization of national fitness, which demonstrate practical approaches of the governance modernization of national fitness, including strengthening the party's overall leadership over national fitness governance, adhering to people first and promoting people's all-round development, developing national fitness according to law, accelerating the deep-integration of national fitness and national health, and promoting healthy China strategy and building a sports power.
