我国体医融合高质量发展的多维逻辑、影响因素及实践路径

摘 要：从条件、方法、形态、效果 4 个维度，分析体医融合高质量发展的逻辑；从政策制 度、管理机制、观念认知、资源供给、市场发展 5 个方面，讨论体医融合高质量发展的影响因素。 在此基础上，依据“目标导向—问题导向—路径选择”三维联动整体分析框架，提出体医融合高 质量发展的实践路径：(1)优制度促发展，建立“纵向重深化、横向强协同、系统突效应”的政策 制度体系，以驱动和保障体医融合深度发展；(2)活市场优供需，激发市场潜力，拉动产品需求， 优化供给结构，以满足体医融合多元健康需求；(3)转观念育动力，凝聚融合共识，强化主体认同， 转变健康思维，以夯实体医融合高质量发展的内生动力；(4)建机制破壁垒，建立“层级式”管理 体系与“动力型”运行机制，以实现体医融合立体协同发展；(5)强融通聚资源，着眼融通创新， 整合全链要素，以形成体医融合资源“纽带—破圈—融合”发展格局。

 Abstract: This study analyzes the logic of the high-quality development of the integration on sports and medicine  from four dimensions of "conditions, methods, forms and effects", and discusses the influencing factors of  high-quality development of the integration on sports and medicine from five aspects: policy system, management  mechanism, concept cognition, resource supply and market development. On this basis, according to the  three-dimensional linkage overall analysis framework of "goal orientation, problem orientation and path selection",  this paper puts forward the practical path of high-quality development of the integration on sports and medicine: (1)  Optimizing the system to promote development: establish a policy and system system system of "vertical deepening,  horizontal strong coordination and systematic sudden effect" to drive and ensure the in-depth development of sports  and medicine integration; (2) Optimal supply and demand of active market: stimulate market potential, drive  product demand and optimize supply structure to meet diversified health needs of sports and medicine integration;  (3) Transforming the motivation of concept education: condense and integrate consensus, strengthen the subject identity, and change the healthy thinking to strengthen the endogenous motivation of high-quality development of  sports and medicine integration; (4) Building mechanisms and breaking barriers: establishing a "hierarchical"  management system and a "dynamic" operation mechanism to achieve the three-dimensional collaborative  development of sports and medicine integration; (5) Strong integration and the convergence of resources: focus on  integration and innovation, integrate the resource chain, in order to form a "link-break the circle-integration"  development pattern of medical integration resources.
