(湖北大学 体育学院，湖北 武汉 430062) 摘 要：把健康融入所有政策是《“健康中国2030”规划纲要》中重要导向。以政策链的视角，采用定性的规范分析法和文本分析法，对健康中国建设纲要与校园足球发展意见进行分析。研究认为校园足球是健康中国建设纲要的重要抓手和领域，健康中国建设支撑校园足球的发展，并为其营造良好外部生态环境；校园足球发展需要以健康中国建设理念为总目标和基础条件。在此基础上提出强化政策导向、建构体制平台、创新机制建设的融合路径。 |

From the perspective of policy chain, this article uses qualitative normative analysis and text analysis method to analyze the construction outline of “Healthy China” and the development proposal of campus football. The research holds that the construction of campus football is an important starting point for the construction outline of “Healthy China”, which is supported by the development of “Health China” that creates an agreeable external ecological environment for it”, and the development of campus football requires the concept of “Healthy China” as the overall goal and basic conditions. Based on these, the study proposes an integration path of strengthening policy orientation, building a system platform, and innovating mechanism construction. |
