全民健身背景下基层体育委员工作机制的思考——基于浙江省天台县的实践经验

摘 要：运用文献资料、访谈、逻辑分析等方法对浙江省天台县在全国率先建立的基层体育委员工作机制进行探讨。天台县基层体育委员工作机制体现在打造体育委员队伍，创建基层体育社会新组织；建立多重管理制度，提升基层体育委员新活力；搭建体育服务平台，形成基层体育治理新局面等方面。从形成基层体育网络化治理新模式、建立基层体育委员长效管理制度、构建全民健身公共体育服务体系等方面对基层全民健身工作开展进行了思考。

Abstract: By using the methods of literature, interviews, and logical analysis to discuss the working mechanism of grassroots sports committee member firstly established by Tiantai county in Zhejiang. The working mechanism of grass-roots sports committee in Tiantai county has shown some practical experience as follows: building a team of sports committee members to create a new grassroots sports society organization; establishing multiple management systems to enhance the vitality of grassroots sports committee members; setting up sports service platform to form a new situation of grassroots sports governance. Finally, the study thinks about the national fitness work at the grassroots level from the following aspects, such as forming a new model of network governance of grassroots sports, establishing a long-term management system of grassroots sports committee members, and constructing a public sports service system for national fitness.
