中华全国体育总会权力机构成员资格合章性问题——非会员现象

摘      要：根据全国体总公开信息，经逻辑论证，发现中华全国体育总会(九届)权力机构成员资格存在合章性问题。即违反《社会团体登记管理条例》、民政部《社会团体章程示范文本》和《中华全国体育总会章程》关于全国体总权力机构成员入门资格或首要前提是全国体总会员的规定，在全国体总全国代表大会代表、全国体总委员会委员、全国体总常委会委员，乃至全国体总单位会员中，都存在大量非会员现象。对这种极不正常情况加以揭露和剖析，以期引起有关部门对体育社团改革的关注与讨论。

Abstract: According to information publicized by All-China Sports Federation (ACSF), by means of logic argu-mentation, the author found that the authority member qualification of the Ninth ACSF has a legitimacy problem, i.e. it violates that the authority member entrance qualification or primary prerequisite of ACSF is a member of ACSF, as stipulated by Social Organization Registration Management Regulations, Model Text of Social Organiza-tion Constitution issued by Ministry of Civil Affairs, and All-China Sports Federation Constitution; there are a lot of non-member phenomena in the representatives of ACSF National Congress, the members of ACSF Committee, the members of ACSF Standing Committee, and even the unit members of ACSF. The author raised the problem, hoping to attract the attention to and discussion about sports association reform.
