| （苏州科技大学 体育部，江苏 苏州 215009） 摘 要：通过梳理我国大众体育政策的发展脉络，可将其变迁分为大众体育政策创立期、曲折发展期、改革探索期、法制化期、人本化期5个时期。大众体育政策制定的价值取向由国家本位转向人本位，制定模式由精英模式转向利益整合模式，国家体育行政部门作为大众体育政策制定的主体始终没有变化，并且具有绝对权威。公众和专家在大众体育政策中的主体地位没有得到充分重视，一直处于缺失状态。政策执行由命令模式转向合作模式，缺乏政策评估机制。建议按照以人为本的价值观制定大众体育政策，建立体育政策咨询机构组织体系，完善民众参与、专家咨询、政府决策的政策决策制度，制定政策培训制度，建立政策评估机制和监督机制。 |

| （Department of Physical Education，Suzhou University of Science and Technology，Suzhou 215009，China) Abstract: By collating the development traces of Chinese mass sports policies, the authors divided the changes of Chinese mass sports policies into such 5 periods as mass sport policy establishment period, tortuous development period, reform and exploration period, legislation period, and people oriented development period. The value orien-tation of mass sports policy establishment has been changed from nation oriented to people oriented; the establish-ment mode has been changed from elite mode to interest integration mode; state sports administration department as the subject of mass sports policy establishment has never been changed, and has absolute authority. The subject status of the public and experts in mass sports policies has not been fully valued, having been in a missing condition all the time. Policy execution has been changed from command mode to cooperation mode; there is a lack of a pol-icy evaluation mechanism. The authors proposed to establish mass sports policies according to people oriented value view, build a sports policy consulting institution organization system, perfect the policy decision making system featuring public participation, exert consultation and government decision making, establish a policy training sys-tem, and set up a policy evaluation mechanism and a policy supervision mechanism. |
