| （深圳职业技术学院 体育部，广东 深圳 518055） 摘 要：搜集深圳体育社会组织的相关材料和数据，通过这些材料数据分析发现，深圳体育社会组织发展中存在如下问题：“去行政化”力度不够，体育行政部门与体育社会组织之间关系不能准确定位；体育社会组织数量相对偏少，体育社团与体育民办非企业组织数量发展不平衡；体育社会组织承接政府职能转移和购买服务的能力不足；枢纽型体育社会组织的作用有待强化。针对上述问题，联系我国当前社会组织发展政策，提出4项建议：理顺体育行政部门与体育社会组织之间的关系，实现“政社分开”；创新服务方式，有效壮大体育社会组织队伍；加大对体育社会组织的培育扶持力度，提升业务能力；完善体育总会的枢纽功能，使其成为体育社会组织发展的桥梁和纽带。 |

| （Department of Physical Education，Shenzhen Polytechnic，Shenzhen 518055，China) Abstract: By collecting and analyzing related material data of sports social organizations in Shenzhen, the author found that there were the following problems in the development of sports social organizations in Shenzhen: “de-administration” was not powerful enough, the relationship between sports administrative departments and sports social organizations could not be oriented accurately; the number of sports social organizations was relatively on the small side, the number of sports associations and the number of private non-enterprise sports organizations were developed in an unbalanced fashion; sports social organizations’ ability to undertake government function transfer and purchase service was inadequate; the functions of pivot type sports social organizations needed to be intensified. Aiming at the said problems, the author put forward the following suggestions according to China’s policies for the development of social organizations nowadays: clarify the relationship between sports administrative departments and sports social organizations, realize the separation between government functions and social organizations; in-novate on ways of service, effectively expand the team of sports social organizations; increase the power for culti-vating and supporting sports social organizations, enhance business abilities; perfect the pivot functions of China Sports Federation, so that it becomes a bridge and bond for the development of sports social organizations. |
