广州亚运会综合性场馆群赛后运营战略地图的构建

摘      要：以广州亚运会综合性场馆群为研究对象，引入平衡记分卡战略地图管理工具，构建综合性场馆群赛后有效运营的战略地图。研究结果认为处理好公共体育场馆的“公益性”和“营利性”之间关系是实现亚运场馆赛后有效运营的前提；政府的政策干预，是实现亚运场馆赛后有效运营的重要保障；应使用直观的可视化战略语言代替传统长篇大论的“规划”，实现战略执行时自上而下的一致性；在具体运营上，应从财务、客户、内部流程和学习与成长4个构面全面考虑。

Abstract: Basing their research subject on comprehensive venue complexes used for the Guangzhou Asian Games, the authors introduced balanced score card based strategic map management tools to build a strategic map of the ef-fective postgame operation of comprehensive venue complexes, and put forward the following opinions:  properly handling the relationship between the “public welfare providing nature” and “profit making nature” of public sports venues is the precondition for realizing the effective postgame operation of venues used for the Asian Games; the government’s policy intervention is the important assurance for realizing the effective postgame operation of venues used for the Asian Games; an intuitive visible strategic language should be used to replace traditional lengthy “plans”, so as to realize top-down consistency during strategy execution; in terms of specific operation, such 4 as-pects as finance, client, internal procedure as well as study and growth should be considered comprehensively.
