| （1.四川师范大学 体育学院，四川 成都 610101；2.上海体育学院 体育教育训练学院，上海 200438） 摘 要：国家出台学校体育设施服务社会政策，以解决体育公共需求与社会体育资源不足的矛盾。然而，研究发现这项政策落实并不容易，在政策执行过程中出现抵制执行、象征性执行、选择执行、附加执行以及政策合谋等现象。政策体系自身匹配度不高、政策执行组织体系不明确、目标群体利益表达意识缺乏、政策执行资源不足和政策执行制度不完善等因素使政策执行陷入困境。提出政策执行优化路径：通过法律保障政策执行；整合政策执行组织体系；以政府主导，多渠道拓宽政策执行资源；提升目标群体体育利益表达意识；完善政策执行监控保障体系。 |

| （1.School of Physical Education，Sichuan Normal University，Chengdu 610101，China；2.School of Physical Education and Training，Shanghai University of Sport，Shanghai 200438，China) Abstract: The state has launched the policy for school sports facilities to serve society, so as to resolve the conflict between public sports demand and social sports resource deficiency. However, through their research the authors found that this policy was not adequately implemented, and that during policy execution there were signs such as boycotting execution, symbolic execution, selective execution, additional execution and policy conspiracy etc. By means of analysis, the authors concluded that the following factors had driven policy execution into dilemmas: pol-icy systems themselves were not so well matched; policy execution organization systems were not clearly specified; target groups’ interest expression awareness was inadequate; resources for policy execution were insufficient; the policy execution system was imperfect. The authors put forward the following ways to optimize policy execution: assure policy execution by law; integrate policy execution organization systems; expand policy execution resources in a multi-channel way guided by the government; promote target groups’ sports interest expression awareness; per-fect the policy execution supervision and assurance system. |
