| （华南农业大学 体育部，广东 广州 510642） 摘 要：英国体育发展模式在新工党“第三条道路”的影响下发生了明显的转变。在理念上，体育发展成为一项重要的社会投资，用于培养积极公民，政府发展体育的策略转变为支持社会自治和强调与民间组织合作。实践方面，政府与民间组织合作以政府机构改革和支持民间组织发展为前提，其主要内容包括政策平等协商、组织协调配合、政府契约购买和鼓励志愿者服务。当代英国体育发展模式的转变是一场兼顾公平与效率的制度改革，其经验对中国体育改革具有积极启示意义。 |

| （Department of Physical Education，South China Agricultural University，Guangzhou 510642，China） Abstract: Affected by “the third way” advocated by the new labor party, the British sport development mode trans-formed significantly. Conceptually, sports development has become an important investment used to cultivate active citizens, while the government’s strategy for developing sports has been changed into supporting social autonomy and emphasizing its cooperation with non-governmental organizations. In terms of practice, the government’s cooperation with non-governmental organizations bases its preconditions on governmental institution reform and supporting the development of non-governmental organizations, mainly includes equal policy negotiation, organization coordination and cooperation, government contract purchase and volunteer service encouragement. The transformation of the con-temporary British sport development mode is a round of system reform in which fairness and efficiency are both taken into account. Its experiences are significant for actively enlightening sport reform in China. |
