| （苏州大学 体育学院，江苏 苏州 215006） 摘 要：公民的体育权利是体育公共服务建设的理论基点和终极目标，体育公共服务体系则是公民体育权利的实现方式和有效途径。公民参与体育公共服务体系建设的必要性为：公民参与既是公民体育权利的重要内容，实现公共体育政策民主化、科学化的表现形式，也是实现民主和维护公民体育利益的重要工具；可行性为：现行的法律法规为公民参与提供了必要的依据，公民综合能力的不断提升为公民参与创造了有利的条件，现代科技的快速发展为公民参与提供了多元选择。具体路径有：公民听证，咨询委员会，公民调查，网上征求意见，关键公众接触，由公民发起的接触、协商和斡旋等方式。 |

The necessity of citizen participation in sport public service system construction is that citizen participation is an important content of citizen sport rights, a way of expression for making public sport policies democratic and scientific, and an impor-tant tool for realizing democracy and protecting citizen sport interests; its feasibility is as follows: currently effective laws and regulations have established a necessary foundation of criteria for citizen participation, the constant en-hancement of citizen comprehensive capacities has created favorable conditions for citizen participation, and the rapid development of modern science and technology has provided multiple choices for citizen participation; spe-cific ways include citizen hearings, consultation committee, citizen survey, online polls, critical public contacts, contacts initiated by citizens, negotiation, conciliation, etc. |
