| （山东师范大学 体育学院，山东 济南250014） 摘要：建立中国职业足球联盟的必要性在于：（1）可以弥补足球项目管理的宏观和微观性失灵，增强俱乐部的博弈力量；（2）使所有者监督成为可能；（3）联盟可改变委托-代理性质，从而产生高效的管理绩效；（4）职业足球俱乐部的成长需要更为高效、专业的组织提供所需的公共服务，以解决公共性失灵问题；（5）有效解决俱乐部高成本问题。提出未来中国职业联盟的构想：（1）明确联盟与足协的权力边界；（2）联盟要保护职业俱乐部之间的竞争与合作；（3）足协成员进入联盟决策层，是防止俱乐部业主合谋的约束机制。 关键词：中国职业足球； 俱乐部联盟； 足球体制改革； 中国 中图分类号：G843文献标识码：A文章编号：1006-7116(2006)05-0124-05 |

| (College of Physical Education，Shandong Normal University,Jinan 250014,China) Abstract:Although a system improved design can boost the growth of a club to a certain extent, there are some problems that cannot be solved within the existing system framework.A league system can solve some of the problems that cannot be solved within the original system framework,and makes up system flaws. Through argumentation,the author considered that the necessity to establish a professional football club league in China lies with the followings: (1) it can make up macroscopic and microscopic malfunctions of football project management,and enhance gaming strengths of the clubs; (2) it can make owner supervision become possible; (3) the league organization will change its commission-agency nature,thus resulting in highly efficient management performance;(4) the need for growth of professional football clubs will further provide public service for highly efficient and professional organizations, so as to solve the public malfunction problem;(5) it can effectively solve the high cost problems of the clubs.The conception of the professional league system in China is as follows: (1)the scope of authority of the league and the football association shall be clearly defined; (2) the league shall protect the competition and cooperation between the professional clubs; (3) entrance into the decision making echelon of the leaguer by members of the football association is a constraining mechanism to prevent co-conspiracy of club owners.
