(1.江西师范大学 政法学院,江西 南昌 330022;2.集美大学 体育学院,福建 厦门 361021) 摘 要:大型体育场馆是提供多样化公共体育服务、满足公众美好生活需求的重要组成部分,但当前我国大型体育场馆公共服务存在公益性不足、回应性较差等问题。协作治理是现代公共管理用以提升公共服务水平、增强回应能力的关键制度形式,基于协作治理“结构-过程”的本质特征,研究认为权力关系、协作领导、共同目标和协调机制是大型体育场馆公共服务协作治理理论框架的关键要素。S体育中心和B体育场的实践案例分析进一步验证权力关系共享性、协作领导合理性、行动目标一致性和协调机制完备性决定协作治理制度优势的有效发挥。 |

(1.School of Political Science and Law,Jiangxi Normal University,Nanchang 330022,China; Abstract: Large sports venues are an important constituent part of providing diversified public sports services and meeting the public’s need for beautiful life; however, currently large sports venue public services in China have problems such as insufficient public welfare and poor responsiveness. Collaborative governance is the key institu-tional form of modern public management used to improve public service performance and enhance response abil-ity. Based on the essential characteristics of collaborative governance “structure-process”, the authors concluded that power relationship, collaborative leadership, common objective and coordination mechanism are the key elements of the theoretical framework of large sports venue public service collaborative governance. The analysis of the prac-tical cases of S Sports Center and B Stadium further verified that power relationship shareability, collaborative lead-ership rationality, action objective consistency and coordination mechanism completeness determine the effective exerting of collaborative governance system advantages. |
