| （上海体育学院 体育教育训练学院，上海 200438） 摘 要：对战略理念的准确把握和发展行动的恰当选择，是城乡大众体育在统筹发展中取得实效的关键。分析认为：意义重心在发展、发展重点在农村、统筹主体是政府，这是理解城乡大众体育统筹发展理念的3个关键点。城乡大众体育统筹发展在对象上具有“整体性与针对性共存”、时间上具有“长期性与短时性同在”、方式上具有“互动性与自主性并举”、效果上具有“平等性与差异性齐谋”4个特征。在实施城乡大众体育统筹发展的行动中，一要牢固树立农村大众体育发展有所为的行动观念；二要加强以体育部门为主导的多部门协作机制的建设；三要重视学校体育在城乡大众体育统筹发展中的基础性作用；四要注重共生理念在发展措施上的融入。 |

| （School of Physical Education and Training，Shanghai University of Sport，Shanghai 200438，China） Abstract: The accurately grasping of strategic concepts and appropriately choosing of actions for development are keys to making actual achievements in the overall planned development of urban and rural mass sports. Via their analysis the authors put forward the following opinions: the key to significance is development, the key to develop-ment is countryside, the main body of overall planning is government, these are 3 key points for understanding the concept of the overall planned development of urban and rural mass sports. The overall planned development of ur-ban and rural mass sports is provided with such 4 characteristics as “generally and particularly coexisting” in terms of object, “chronically and instantaneously presenting” in terms of time, “interactively and spontaneously com-bined” in terms of manner, and “equally and differently considered” in terms of effect. In the actions of implement-ing the overall planned development of urban and rural mass sports, we should: 1)securely establish such a concept of action as that the development of rural mass sports has a bright future; 2)strengthen the construction of a mecha-nism of operation between multiple departments guided by the sports department; 3)value the fundamental functions of school physical education in the overall planned development of urban and rural mass sports; 4)pay attention to the blending of the concept of symbiosis into measures for development. |
