建国以来群众体育政策的变迁特点与影响因素

摘      要：按照我国的历史发展阶段及群众体育发展具有重要意义的年份为界，对建国以来群众体育政策进行了简要的梳理，由此归纳出群众体育政策的变迁特点，包括有重心的变化和数量趋向整体化发展。其影响因素包括：政策本身与群众的体育需求关系是影响政策执行的根本；群众体育政策实施的主要行为主体对政策的有效执行起着主导作用；目标群体或政策对象积极响应政策是取得群众体育政策效益的重要保证；适宜的政策环境有助于群众体育政策的有效执行。

Abstract: Based on stages of historical development and years significant for mass sports development in China, the author concisely sorted out mass sports policies in new China, and generalized the transforming characteristics of mass sports, including key job changes and overall quantity and trend development. The author put forward mass sports policy affecting factors, including: the relation between policies themselves and mass sports needs is the root that affects policy execution; the main behavior of mass sports policy implementation is that the subjects play a leading role in the effective execution of policies; the active policy response of targeted groups or policy subjects is an important guarantee for gaining mass sports policy effects; a suitable policy environment is conducive to the ef-fective execution of mass sports policies.
