摘 要:从多重制度逻辑的理论视角审视青少年课外体育培训制度执行效果不佳的4重困境:政策执行过程中政策供需结构失衡,造成执行偏差及选择性执行;政策执行过程中政策属性的冲突,造成经济属性突出及教育属性弱化;政策执行过程中利益主体的诉求和价值冲突导致政策失真与执行不力;政策执行过程的运动式治理导致政策后续执行的主体分散及条件不足。提出优化的路径:创设政策匹配机制,弥合政策供需失衡;融合教育属性和经济属性,满足多重主体利益需求;以信任为基础,建立多主体信任机制;聚焦政策主体,促进多主体协同参与。

Why is it difficult to implement adolescent extracurricular sports training policy?
——Reflections based on multiple institutional logic

Abstract: This article examines the four predicaments of poor implementation of the extracurricular sports training system for teenagers from the theoretical perspective of multiple institutional logic: the imbalance between policy supply and demand during the implementation process of policy leads to implementation deviations and policy failure; the conflict of policy attributes during the implementation process of policy results in the prominence of economic attributes and the weakening of educational attributes; the demands and value conflicts of interest subjects during the implementation process of policy cause policy distortion and superficial implementation; and the campaign-style governance in the policy implementation process of policy leads to the dispersion of policy implementation subjects and insufficient participation. The optimization paths are suggested including creating a policy matching mechanism to bridge the imbalance between policy supply and demand; integrating educational and economic attributes to meet the interest appeals for multiple subjects; establishing a multi-subject trust mechanism based on trust; and focusing on policy subjects to promote collaborative participation of multiple subjects.
