中国体育包容性发展的国际实践

摘 要：新中国成立以来，我国通过对外体育援助、支持优秀运动员跨国流动、合理归化外 籍运动员等形式，展现了体育大国的包容性发展风范。我国体育的包容性发展对推动世界体育的 均衡发展，快速提升落后国家的体育竞技水平，补齐我国竞技体育项目的结构性短板具有重要意 义。我国体育在践行包容性发展理念中始终坚持以推动世界体育均衡发展为目标，坚持与时俱进， 不断创新包容性发展方式，坚持共商共建共享原则，营造合作多赢局面。当下，我国体育包容性 发展面临国际集体行动的逻辑困境、西方国家的话语抹黑以及我国自身体育法规政策建设滞后等 诸多挑战。因此，需要主导构建体育包容性发展的国际行为准则和规范系统，保持大国定力，不断 增强我国国际体育话语权，同时，完善自身的政策法规，合法保障我国体育权益。

Abstract: Since the foundation of the People's Republic of China, China has demonstrated its inclusive  development as the greater sports country by providing sports aid to foreign countries, supporting the transnational  flow of elite athletes, and reasonably naturalizing foreign athletes. The inclusive development of sports in our  country is of great significance to promote the balanced development of sports in the world, to rapidly improve the  sports competition level of backward countries, and to make up the structural shortcomings of competitive sports in  our country. While practicing the concept of inclusive development, China's sports have always adhered to the goal  of promoting the balanced development of world sports, kept pace with the Times, constantly innovated the mode of  inclusive development, adhered to the principle of extensive consultation, joint contribution and shared benefits, and  created a win-win situation for cooperation. At present, the inclusive development of sports in China is facing  international the logic of collective action dilemma, western discourse smear and discredit and China's sports laws,  regulations and policies related to construction lags behind, and many other challenges. Therefore, we need to  dominate the build sports inclusive development of the international code of conduct and specification system,  alleviate sports development logic of international collective action dilemma, and keep the power concentration.  Meanwhile, China should improve its own laws and regulations to legally protect China's sports rights and interests.
