(西南财经大学 体育与经济管理研究中心，四川 成都 611130) 摘 要：运用文献资料、逻辑分析等方法探讨体育治理体系和治理能力现代化具有的动因逻辑、目标逻辑、行为逻辑和反射逻辑。研究认为，体育治理体系和治理能力现代化包括树立以人民为中心的治理理念，提高依法治体的治理能力，健全民主创新的治理进程，体现统筹兼顾的治理方针，建立多元协同的治理结构等构成要素；提出在坚持党的领导中增强治理主体的广泛性，在完善制度建设中彰显体育领域的特殊性，在推出顶层设计中融入地方实践的差异性，在实施全面布局中突出典型样板的代表性，在加强权责划分中体现条块结合的互动性等实现途径。 |

(Center of Sport Management and Economics，Southwestern University of Finance and Economics， Abstract: By using the methods of literature and so on, this article analyzed the internal logic of the modernization of sports governance system and governance capability including motivation logic, goal logic, behavior logic and reflection logic. The study holds that the constituent factors of the modernization of sports governance system and governance capability included to set up governance thought of people-centered, to holster the ability of governance by law, to improve governance process of democracy and innovation, to reflect overall-consideration of governance policy and to build governance structure of multiple synergy, and pointed out some realization paths such as in-creasing the universality of governance body while sticking to the principle of the Party's leadership, showing the particularity of sports while improving the construction of institutions, integrating the differences of local practices while introducing top-level design, stressing on the representativeness of typical governance while implementing overall layout, reflecting interactivity of integration of departments and regions while strengthening the division of power and responsibility. |
