| （1.深圳大学 体育部，广东 深圳 518060；2.深圳职业技术学院 体育部，广东 深圳 518055） 摘 要：通过多种调研方式对广东体育社会组织承接政府职能转移所采用的公开投标、竞争性谈判、询价、单一来源谈判、委托和资助等6种方式进行分析；就体育社会组织承接政府职能转移中存在的扶持政策不合理，资助与转移力度不够，转承机制不健全，承接后绩效评估体系尚未建立等诸多问题作了剖析；并提出了健全法律法规，完善社会组织承接政府职能的法制保障，加大培育扶持力度，提升体育社会组织活力，壮大体育社会组织数量，规范职能转承机制，科学评价承接绩效等相应的推进对策。 |
