| （许昌学院 体育教学部，河南 许昌 461000） 摘 要：公民社会是当代社会发展的一种趋势，中国体育在这一条件下需要转型发展，首先是通过改革双重管理体制，完善制度配套体系和促进体育社会组织自律来构建适应这一趋势的体育体制；其次，提供社会需求的体育公共服务，包括完善政府的公共体育服务职能，建立体育管理体制良性循环机制和增强体育经费投入，以保障公民的体育权利；第三，通过发挥政府的整合作用，合理引入市场机制和发挥社会体育组织的自治能动性，以加强中国体育的社会治理。 |

Under such a condition, sport in China needs tran-sitional development: firstly, a sports system that adapts to such a trend should be built by reforming the twin man-agement system, perfecting institution matching systems and promoting the self-discipline of sports social organiza-tions; secondly, sports public services needed by society should be provided, including perfecting the government’s sports public service functions, establishing a sports management system benign operating mechanism, and increas-ing sports fund input, so as to ensure citizens’ sports rights; thirdly, the social governance of sport in China should be strengthened by exerting the government’s integration function, rationally introducing the market mechanism, and exerting the autonomous initiative of social sports organizations. |
