| 张向阳 （铜陵学院 体育部，安徽 铜陵 244000） 摘 要：体制改革与改良具有不同的含义，当前我国体育体制发展过程中存在改革和改良两种趋势；对近年来国家历次在体育领域，发布的重要文件法规分析发现，与体育体制改革目标的叙述具有极大相似性和重复性，表明多年来我国体育体制的改革任务艰巨而且效率低下；同时，进一步考察我国体制改良的制度环境和动力，指出由于体育既得利益和发展主义思潮的存在，改良成为当前我国体育体制发展的重要的方式之一，但是容易将“改良”等同于“改革”。 |

| （Department of Physical Education，Tongling University，Tongling 244000，China) Abstract: System reform and improvement have different meanings; there are the trends of reform and improve-ment in the process of development of the sports system in China today. The author analyzed important documents and regulations published by China in the sports area in recent years, and found that descriptions about sports sys-tem reform objectives were similar and repeated to a great extent, which indicated that sports system reform in China over the years had a tough task and low efficiency; the author also further examined the system environment and driving power for system improvement in China, pointed out that due to the existence of sports vested interests and developmentalism thoughts, improvement has become one of the important ways to develop the sports system in China today, but people tend to equate “improvement” with “reform”. |
