| （辽宁师范大学 体育学院，辽宁 大连 116029） 摘 要：面对中国竞技体育不断发展的形势以及备战伦敦奥运的需求，胡锦涛总书记提出促进中国从体育大国向体育强国迈进的奋斗目标。这一目标是对我国体育事业贯彻落实科学发展观、面向未来的科学定位，是对竞技体育未来发展战略目标、理念、实施机制再次革新与重估的导航。在这种背景下，竞技体育应该树立以人为本、全面协调、可持续发展的战略理念，实施机制上应该继续保持并提高发展水平，坚持与完善“举国体制”、与群众体育协调发展，走体育科技创新之路，加快融入国际体育社会和世界体育体系。 |

| （School of Physical Education，Liaoning Normal University，Dalian 116029，China） Abstract: For the constantly developing forms of competitive sports in China and the need of China for preparing for the London Olympic Games, general secretary HU Jin-tao put forward such a working objective as to turn China from a big sports country into a powerful sports country. This objective is the scientific orientation for the sport un-dertaking in China to implement the scientific development view and face the future, and the guidance for the reno-vation and reevaluation of the strategic objectives, conceptions and implementation mechanism of the future devel-opment of competitive sports. Under such a background, for the development of competitive sports, we should es-tablish the strategic conception of people orientated, comprehensively harmonized and sustainable development; in terms of implementation mechanism, we should continue to maintain and uplift the development level, stick to and perfect the “nationwide system”, and let competitive sports develop harmoniously with mass sport, get on the track of sport technological innovation, and blend into the international sport community and world sport system. |
