On the basis of analyzing shortages of unitary and power centralized PE curriculum management system, the author interpreted the contents of level 3 PE curriculum management system from the two dimensional perspectives of curriculum form and curriculum management, specifically described such level 3 management based on practical example of construction of the contents of low class curriculum for elementary schools, and eventually offered reform proposals for realizing level 3 PE curriculum management system.
