英格兰足球转会制度的发展和劳工证的作用

摘要：经过100多年的发展，英格兰足球运动员转会制度已经形成了一种完善的转会制度体系，其中劳工证制度是英格兰足球联赛保持高水平的一个重要原因。研究劳工证制度在内的英格兰足球运动员转会制度，对我国足球保证外援的质量，提高我国足球联赛水平有很好的启示。

Abstract:During over 100-year development, England football transfer system has formed a kind of perfect transfer regime, especially the work permits, which is the important factor that England football league keeps high level. China can learn from the England football transfer system including work permits，according to the facts of China.We can be strict with the qualifications of foreign footballers playing in China,then ensure the quality of foreign football players,and improve the football league level of China.
